I've done some tinkering and the issue seems to be related to the 'crosshairs' being enabled. When enabled (Global Cursor is off) POWER USAGE in Windows Task Manager goes to 'Very high' and CPU jumps by 10%+. This does not happen when I disable the crosshairs and use the 'pointer' cursor instead.

Not sure how this relates to the Quote Board but it is only slightly worse when the QB is maximized; when the QB is minimized POWER USAGE still jumps when using the crosshairs, but not quite as much, so I believe it is the crosshairs causing the issue rather than the QB.
