The error you are getting relates to a folder permission issue.
I've used that folder for years, on both computers. It works on all versions 2215 and earlier.Use a completely different folder outside of the Documents folder. Use C:\SierraChart. So there is a folder permissions issue at the same time, on two computers with different OSs, and only with versions later than 2215? Has something changed on your side?
