The problem is that you only allowed a 10 minute range to try and match to a bar (Allowed Range for Match in Minutes), but in this case, the bars surrounding 11:00 are at 10:32:18 and 11:29:53. Therefore the Time Line would not match to either of these bars. Increasing this Input to 45 minutes will display the line.
