I had the exact same issue which occurred about 4 weeks ago. Only difference is, that I'm using Rithmic instead of CQC. I tried several things without success. After some time I got upset of using "Delete All Data and Download" every day for different symbols. Then I created another sub instance of SC, which surprisingly works fine. I checked all the Date/Trade Service Settings and there was no difference between the sub instances. I just could not find what was causing the issue.
So finally I closed it, made a backup of the Data folder of the 2nd instance, deleted the 2nd instance completely (if you have different general settings between main and sub instance I guess you have to backup more files), let SC create the 2nd instance again by using File->New Instance, closed it, replaced the Data folder with the backup ... and now it works. Maybe this helps you too.
