Even though you can use separate colors for the text, there is still only one Percent Compare Thresholds input. Therefore, you are still using thresholds of .25, .5, and .75 for the text. The best option is to use a second column for the text coloring. Also, be sure you set the Range 0 to Range 2 colors for Text Coloring to be a color that you can ignore (white or black, or the same as background to not see them at all).
