The reason this is occurring due to having the option for Allow Horizontal Shift enabled and how we store the information for parallel rays/lines.

The only thing you can do is to turn off the option for Allow Horizontal Shift prior to making the cut, and then it will cut the lines as you are expecting.

Otherwise, when the option for Allow Horizontal Shift is enabled, it is trying to center the second lines anchor point between the two anchor points of the main line. If you are actually making the horizontal shift, then this is necessary in order to keep that new location for the second line.
