This is definitely close to what I am requesting. Really just want the hand tool to activate (toggled on) when the right mouse button is held down. This way regardless of the tool selected I can always move the chart. I think having a configuration setting that says "When right mouse button held down the following tool will be active:"... and then a drop down list of the following tools would be available: - Hand - Chart Values Tool - Zoom In I understand you have priorities for features.
