Ok, so I upgraded. Opened a chart. Drew an ellipse in the middle of chart. Scrolled mouse wheel while pressing ControlKey. No change from previous behavior. I tried up/down arrows keys while pressing ControlKey. Same as previous behavior with/without pressing ControlKey. I am running Windows 10.
