Of course. Nobody expects the nanoseconds part to be accurate. But reporting it even still is immensely helpful as a way to identify what should be transactional updates in the level 2 and thus avoid conveying false opportunities. SC's tick structure doesn't otherwise allow us to discern what should an atomic updates of two limit order prices due to limit order movements in the level 2; e.g. what the Rithmic protocol OrderBook_BEGIN, OrderBook_END messages convey.
