Two problems: 1. You need to follow step number 9 & 10 here: http://www.sierrachart.com/index.php?l=doc/SierraChartRealTimeFuturesStockDataFeed.php#SetupInstructions 2. You are not using the correct symbol. Open a chart through File >> Find Symbol. And it is going to be a requirement, that you have at least 500 USD in your TD Ameritrade account to get this data feed. This is a CME requirement that you have a funded trading account.
