If sequential ticks come in during the same millisecond just increment by 1/100th of a millisecond.
Double precision floating-point numbers have 15 to 17 digits of precision. It would make more sense to go out to microseconds and not 1/100 of a millisecond. However, this is exceeding the digits of precision when you consider that 5 digits to the left of the decimal place is needed to represent the days, but we have looked into this, and there is still enough precision to distinguish microseconds.
