For the benefit of other readers, the issue was explained to me by IB. There are certain orders that are only available on certain exchanges. If you follow this link (https://www.interactivebrokers.com/en/index.php?f=594), it will show the Immediate-or-Cancel page for IB, then click on "View Supported Exchanges". If you don't see the exchange you want to trade with on that list, then you cannot use IOC orders. FYI
