Hi, is there a tool that makes a line which splits a designated fraction of value above and below it(on a graph or indicator)?

For example:

If I introduce a simple MA, can I get a line drawn that shows me where 70% of value is above(and 30% below)? Or 60% above(and 40% below)? etc.
