If you were to start to do everything totally perfect like you are describing, doing position checks, margin checks and risk checks, at every order match, then you just create massive overhead and then you would end up with an overload scenario and start dropping orders like BitMex does. And this is not thinking from the realm of theoretical. We know because we have developed exchange functionality. We will be putting it out as a test environment sometime soon.
