This is the relevant error message:


DTC Client (34) | Connect event error. Windows error code 10060: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond. | 2018-05-10 09:03:10 *

Either there is a connectivity problem somewhere outside of your computer or a firewall on your computer is blocking the connection.
