In response to post #18, based upon what we see in your Message Log we think at this time it is best you contact Interactive Brokers in regards to the fact that TWS is closing the connection while Sierra Chart is performing the handshake to TWS and provide them the log files as explained here:

We have noticed ourselves that behavior but it simply has been resolved with a small delay before we begin to send TWS messages after the connection and after the initial handshake. We added a 250 ms delay. We can increase that, but the problem we are seeing at your side is so persistent, we do not think that is going to help and we think there is something else going wrong in your case. And in any case, no delay should be necessary at all. There is clearly some kind of bug on the TWS side.

For now just use version 1720 or earlier:
