The FLOOR function rounds down to a multiple, in this case, a multiple of one second. One second in Serial Date Time format is equal to 1/86400 because there are 86400 seconds in 24 hours. So this formula would strip any millisecond increments from the current and previous bar's time stamps, and alert when they were both the same time to the second. Set the alert to occur at bar close.
