I didn't either.. I just thought we were talking about the option for changing the color of the border not changing the border all together.. you can change the thickness of the border through windows 7. you go to personalize > window color > advanced options (if you are using aero themes) > border padding and you can change the thickness from there attached is what mine looks like with border padding set to 2.. it does not allow for the color to be changed but it does adjust the thickness.
