I was able to get what i needed by drawing the marker with "tool.UseToolConfigNum" set to a tool config that has the "Draw Outline Only (Hollow)" parameter checked. Then I just re-drew the same drawing without "tool.UseToolConfigNum" set and i was able to adjust the circle to the size I wanted. If it was supported to just access that "Draw Outline Only" setting within s_UseTool it would be cleaner. thanks,
