While you are using one of the Custom Drawing Tool control bar buttons, what is, Tools >> Current Tool Configuration set to? And then when you use the keyboard shortcut to go to a Rectangle drawing tool, what is Tools >> Current Tool Configuration set to? Based upon your post #3, the issue is that you are using the same Drawing Tool, whether or not it is invoked through a Custom Drawing Tool Control Bar Button.
