This is now released in version 2911. These are the new settings:

Settings >> Settings Window >> Time and Sales Settings >> General >> Display >> Top/Bottom Row Padding in Pixels : 2

Also be aware of these additional Time and Sales window settings:

Time and Sales Settings >> General >> Display >> Number of Seconds for Clearing Time and Sales Records Older than Latest : 0

Time and Sales Settings >> General >> Display >> Maximum Number of Records to Display : 2000

And you can control the update interval for the Time and Sales window by controlling the interval on the associated chart:
Chart Settings: Chart Update Interval in Milliseconds (Chart >> Chart Settings >> Display >> Chart Update Interval menu)
