Tested v2716 in a separate installation, here is a summary of my findings and lag solution:

Setup: 4 Instances, various update intervals, many studies, many custom studies.
i9990k / 64GB Ram / Dedicated SSD / Nvidia 3080 ti / OpenGL enabled

v2700 - Running very smooth, DOMs have never felt faster. Heaviest chartbook runs exceptional.

v2716 - Most chartbooks run smooth. Heaviest chartbook had very noticeable lag moving any chart around, almost all charts set to use global update interval 500ms, 16 charts total, one with 10 additional symbols. To isolate the hitching I opened a chart fullscreen and held the left arrow key to scroll the chart to the left. In regular intervals (affected by changing global update interval) the scrolling would hitch while holding the key. Hitch meaning: scroll at a constant pace, then pause for a half second, then keep scrolling, repeating.

The odd fix: After loading a chartbook I toggled Global Settings -> General Settings -> Use Controlled Order Chart Updating.
The Yes/No setting does not seem to matter, only that I toggle it and hit apply. If it is off before I load a chartbook, I need to turn it on. If it is on before I load a chartbook, I need to turn it off.

Once toggled the charts move smooth again with no hitching. Hope this helps.

This really is not going to be relevant. This is only coincidental.

We do know, what the basic issue is, and we are working on a solution to handle higher loads by ensuring there is less frequent chart updates across the charts by introducing a time delay between each chart update and organizing updates by priority. Where charts that can be calculated fast, will be updated more frequently, and charts that take longer time to be calculated, will be calculated less frequently. Allow about a few days.
