Chart socket keeps unplugging

The socket keeps unplugging and trying to reestablish connection to an IP address that is not mines. It keeps trying to connect to 38.103.112.179. Also, I read something about socket gracefully closed by remote side. My data feed keeps connecting and reconnecting. Very many failed connections. I am running Norton utilities and anti-virus with vpn when I'm not trading.
