SubInstances appear to be treated as Sierra Connections in V 2166

I have a main, and 2 subinstances. subInstance 3 now has no live data. The message log indicates that the number of sierra connections (2) has been exceeded. 3 instances have been working forever, seems it changed in the upgrade to 2166 from 2164.
