Why do Settings windows always appear in the upper left of the screen?

Is there a setting to change this behavior? Normally these windows appear wherever they were last placed on the screen. Has something changed?

This is because Microsoft is completely incompetent and cannot reliably display a dialog window. So this is a temporary workaround. This will be resolved later this year with our own implementation of dialog windows.
