What I mean is, if I have my chart setting set to start time 1800 end time 1659:59 (globex cme hours), I want to display the previous days RTH high and low. 9-1429:59.

Yes this can be done by setting both the Day and Evening Session Times in Chart >> Chart Settings.

how about if we want the study to only refer to prior eth times only, no rth?

In this case, you would want to use one of the "High/Low for Time Period" studies to define the specific times you want for the lines. Refer to the following:
