If I have a CQG Data Feed and am paying exchange feed for live data, but don't have a brokerage account, can I use that with SC?

Just adding a bit more info - the CQG feed is off of the CQG integrated client.

Possibly. If this data feed account that you have with CQG supports the CQG Web API, then yes it can be used with Sierra Chart.
