Text To Speech - Additional Services Balance Issue

I am trying to create a text to speech alert and the log tells me I cannot do so due to insufficient balance. I know this is not the case though as I see 31 dollars in the account balance. Its been about 48 hours since I added that balance so I dont think it is due to a recent addition issue. Any ideas?

It states - "Unable to create Text to Speech wav file due to error: ERROR - Insufficient balance."
