Is trading allowed on NQ and ES historical chart so that includes the settlement price, it seems like intraday chart doesnt inlude it

Not sure we understand the question. Yes you can trade from a Historical Daily chart. This is no problem. And the closing price of every chart bar is the official settlement price in the case of futures.
