Supported independent simulation-only cleanup and fresh state verification

We are qualifying simulation-only timeout/restart cleanup in Trading Evaluator - Delayed, Sierra Chart 2915 / installed ACSIL interface 2911. No live broker is connected. Global/chart auto trading are OFF and local DTC Allow Trading is No. We reviewed ACSILTrading, TradeMenu (Trading Locked), DTCServer, WebAPI and ServerBasedProfitLossManagement.

Required sequence: disable new client submissions -> cancel all working orders and confirm terminal state -> flatten/reconcile -> obtain fresh complete no-orders/flat account state -> engage Trading Locked and independently read it back. We understand Trading Locked blocks DTC submit/modify/cancel, so locking first cannot substitute for cleanup. A function return or cached empty view is not completion proof.

1. Does sc.FlattenPositionsAndCancelOrdersForTradeAccount work for an isolated Evaluator account with global/chart auto trading OFF? Does Trading Locked reject it? Which supported account-scoped sequence and completion/error notifications implement the ordering above? Is there a supported independent Allow Trading setter/readback or deadline lease, or should that setting remain a static precondition?

2. What supported mechanism protects this simulation account within a bounded deadline when Sierra desktop hangs, crashes or disconnects? Does server-based timed flatten cancel all working orders as well as flatten positions? What guarantees/limits apply to pending fills/cancels, rejection, repeated cleanup and restart?

3. Your WebAPI documentation asks us to contact support for the direct simulated-trading DTC address/port. Please identify the supported SIMULATION-ONLY endpoint, encoding and existing-access prerequisites for independent account/order/position snapshots and cleanup during desktop recovery. Which request IDs/end markers/reconnect rules prove a fresh complete account snapshot rather than a cached view?
