I am using Add Additional Symbol Study. For now I am having it plot on Chart Region 2. Why is it not charting and why is the y axis off?

It is not displaying because your scaling is off. The last price of USO in your image is 132.97, but your scales are set to show around 3600.00. Reset your vertical scale by following these instructions: Chart Scale and Scale Adjusting: Resetting the Scale If that does not fix it immediately, then check the scaling setup for that study and make sure it is set to "Automatic". Then reset the scales to get everything showing properly. Then if you want to change the Scale Type, you can do so from there.
