Regarding the TradeActivityLogs folder, does the binary file store UTC timestamps only, or is there a setting somewhere in the program? I am writing some code and am seeing UTC timestamps in the binary file, yet when I look at my trade activity from the trade activity menu choice under the trades tab, the time is not in UTC timestamp

All dates in Sierra Chart are stored relative to UTC. So what you are seeing is correct.

ok so i am looking to create a similar file as the binary file, one that updates live with each trade without having to save the file manually, but i want the file to have the exact info the trade activity log has..is this possible?

If you are asking if the Trade Activity Log file format is available, then the answer is "no".

But what you store into a file of your own is up to you.
