To Sierra Developers :-) I know that You have a lot of work. So asking You for "exporting/importing global settings to text file" is totally out of reality. But I have another solution. Solution, which may be for You very easy to implement and for many users still it will be a great convenience. My proposal it is to isolate "Tool Configs" as bin file from Sierra4.config file. In the same way as KeyboardShortcuts4.config is a separate bin file. Totally independent from Sierra4.config file. Currently, for user it is very difficult to maintain Tool Configs in many SubInstances. Sierra4.config file contains just to many settings. So many that it is not useful to simply copy Sierra4.config file from one SubInstance to another. Separate bin file, lets call it "ToolConfigs4.config", it will be very convenient for users. In the same way as KeyboardShortcuts4.config is now. (Tool Configs is about 40 Drawing Tools and each tool has 24 Tool Configurations. It is enough big set of settings to consider it as separate config file.) Is it possible for You to consider such solution to implement in your work schedule?
