2844, Gap between top of the menu and menu bar

I just upgraded from 2800 to 2844, everything works fine, except when I open Sierra, there is a gap between Menu Bar and the top of the menu, I took a screenshot and attached.

That can be fixed by doing (told by google gemini :)
Window -> Reset Windows.
But the gap will still there, next time I run Sierra.

I also noticed, when the gap exists, the value of sc.ActiveToolYValue is above where the cursor is pointed, the distance is the same as the height of that gap.

Not sure if it would be issue with my OS or there are some configuration I could do, so I don't need to reset windows.

Goggle Gemini gave me an awkward solution, and it works! (gemini really gets scary now)

I Unmaximize the main Sierra window first, and drag each corner of the main window towards each corner of my screen, so the main window is not actually maximized, but very close, or almost so.

After that, the gap never appear again :D :D

It fixed couple of other inconveniences:

1, when TAL windows was maximized, it didn't stay maximized, after I saved all, quit and re-open Sierra.
2, Sierra opens on a monitor (I have multiple monitors) where the cursor is, instead of where she was located last time I closed her.

That's one stone for 3 birds.

Yes this is definitely an operating system issue, regarding post #1. The windows operating system is in a state of freefall deterioration at this point in time.
