No RGB Value input for Numbers bar color change.

latest pre-release version of sierra , fresh install. when I go to change color on the numbers bar study for column 1-3, the normal RBG value inputs are missing from the settings panel, there is no way to change the color input value. Other settings do not seem affected.

There is no RGB value in the settings interface, see screenshot, also no close markers being drawn between values.
